Art.1. To the finance Minister, under the Legislation
and the Prime Minister, it belongs to give at all times, execution and
effet to the Ordinances of the Legislation relate in relation
as to the receipt fabrication, custody and distribution and disposal of the money of the
state, and to the occasional direction from time to
