9. In the conduct of all human affairs — and especially in
the conduct of public affairs — a distinction that as which on
many many occasions require to be made, is — between that
which the distinction between what is physically and that which what is prudentially
practicable.

10. In the present instance so far as concerns pecuniary damage to give administer in
a pecuniary shape so far as concerns pecuniary
damage not only simple compensation, but in the
terms of the Act liberal compensation — and that
to any amount over and above simple compensation
