III. Pecuniary services rendered to the public by the Claimant
in relation to the Land at Milbank, taken out of his hands
20th April 1813 for the purpose of the now intended Penitentiary
Establishment.

3 £12,000 was the price, paid, as above,
by the Treasury for the Land [53 Acres and a fraction]
which was put into my hands. The close of the year December 29th 1799
1799 was may be stated as the time. (a)

Since that time Tothill Field

in consequence of some adjustment of conflicting
interests received I understand considerable improvement, and even some
part of it had been let out upon building leases. The
Milbank Estate purchased through my means of
Lord Salisbury as above, runs along the river side
for the length of a full half mile: Tothill Fields
is not in any part of it contiguous to the River.
The Milbank Estate is interposed between Tothill
the River and that waste for the whole of its extent.
At the time when I purchased it, the Milbank Ld Salisbury
had for some years plans drawn out for letting it out upon Bul
Building leases which plans however were considered
as suspended by the pressure of the times, on so low a
as £12,000 (though the rents at that moment did
not amount to £350 a year) would not have
been accepted, especially from at the hands of Government.

At present, since the accep improvement
that has taken place in a contiguous spot so much less
advantageously situated as above, I should not be surprized
to learn that in case of a fresh estimate, the
value of the Milbank Estate should be found to have more than doubled
From 25 Decr 180 1799 to 25th March 1813 is 13 1/4 Years
At 5 per cent the interest of this £12,000 would be at the latter
period amount to £7,050
