Art. 2 And Whereas, in the event of a failure on
the part of the Governor with respect to the fulfilment
of such part of his contract as regards the Metasylum
provision to be made for liberated quondam Penitentiary
men Prisoners in the Metasylum, the charge of maintaining
them or such of them as might prove chargeable
might be a grievous burthen to any Place Parish
of Settlement in which such establishment might may have
come to hav be situated. Be it enacted that
neither by the hiring for a year of a Metasylum of
man and woman of a man or woman in the Metasylum
and his or her service therein accordingly,
nor by his or her residence with notice, nor by
his or her payment of any tax imposed, shall
any settlement in such Parish be gained: nor, should any apprentice
be bound to any such man or woman,
during his or her engagement in the Metasylum,
shall any settlement be gained thereby gained in such Parish by an such apprentice. during the continuance of the engagement of the Master
or Mistress with respect to in the Metasylum

And whereas so long as the Governor shall
continue to fulfill his contract, on the behalf
aforesaid no such burthen as aforesaid will accrue
