Art. 14. And for facilitating the proof of the receipt
of noti in favour of Parishes and other parties
the proof of the receipt delivery of notices and other
addresses when conveyed by to the Governor, when
the same are conveyed by the Post as well
as of the transmission of such addresses from the said
Governor where the same are transmitted by more especially where such delivery and or transmission are
made through the medium of the Post Be it enacted that the Governor
shall be cause to be kept in the said Penitentiary
House as Letter Boo to separate Books
under the name of a Post Letter Books in
one pas of which to be called the Receipt Post-letter book an account shall be kept
on the one part of all Letters there received therefr through the General Post and in the another other part
to be called the Transmission or Dispatch Issuing Post-letter Book on account
of all Letters sent from thence by the Q& General
Post same.

Art. 15 On the delivery of each Letter at the said House
the Postman who delivers the same shall in writing or by
a stamp, mark In the Receipt Book the Postman by on the same, a separate number continuing
where the Letters on this Book and shallthe series of such numbers in their arithmetical order: and shall
also then and there in the said Receipt Book such entry
each day of delivery note down in words or figures the number of
in like manner make entry of the total number of the letters so marked and
letters delivered by him on that day, together
with the Year, Month and Day, and in writing or by stamp:
