Supposing the experiment of the open mode upon
the large scale made, this much, any at any rate,
may, as to this point, be observed, viz. that should
if prove successful, whatsoever disposition there
may be at present to institute improved prisons
in the close made upon the small scale, will,
by the information thus afforded, not be increased,
but will, if not altogether extinguished, be at least
diminished.
