Application I. Subject the Previous Contract. Purposes,
guarding against the contingency of the Lord Salisbury's decease
before the completion of the business and the putting me
so much the sooner in a condition to treat with other
parties interested whether on those same lands or on
such other lands as were requisite to the completion of
the allotment. -Commencement 1799.- Result,
Directions having been given by the Board to their Sollicitor
to prepare such Contract, refusal on his part to execute
such directions [ 1799.] Reasons, none assigned or
assignable.—Notice given by me to Mr Long such refusal
— no notice taken by him — and from that time all
my exertions to obtain either redress or explanation fruitless.

II. Application the second.— Subject, the sum requisite
(£1000)(as per Lord Salisbury's offer and the Surveyor General
Report) for the buying out the existing Leases. Purpose, the
obtaining that actual possession without which the building
could not be either commenced or so much as planned: &
without which, of consequence, the £12,000 paid to the Land
Lord for his rights was and is so much public money
wasted. Result, the money ordered — then the execution of
the order stopped, without reason assigned and assignable.—
