1821 March 5 Matter Employed.
Rid Yourselves of Ultramaria
Introduction
§ 1. Anger deprecated
1.
Per Demosthenes, halter
on neck, strangle, but
first hear me. On my
neck I feel this halter
fastened by those first
words.
My game deep: for
50 years labour, from
you sweetest hopes:
these 'sake, to rid you
of your most oppressive
burthen. He who feels
anger, by the warmth of
it let him judge of the
zeal that could expose
a man to it. When heard,
take from me your good
opinion if you can, and
thus strangle me.
§. 2. Order pursued.
1.
If in error, see whether
I am singular.
The opinion now
mine, was already in
1787 A.o of your rulers:
derived not from sinister
interest or prejudice,
but facts and irrefragable
conclusions: time, when
submission was universal.
2.
Order here pursued:
1. Account of the Reporter
of that state of opinions
2. The Report.
3. Reporters own opinion.
4. Mine A.o 1793 in the
case of France, with
the reasons.
5. Mine A.o 1821, as per
positions: proofs in so
many sections.

§. 3. Reporter of Spanish Ruler:
Opinion 1788, Jos:ph Townsend.
1.
The Report is in Townsends
Journey through Spain
1786 and 1787. Vol. 3.d,
2.d Edition. 1792. London:
date of 1st unknown:
supposed 1788. For reference,
another copy
sent to Mora in hopes of
its being translated, as
conveying a more comprehensive
and unfallacious
representation
of the state of your country
than anyone durst
give in it.
2.
Follow, the grounds for
believing the Report faithful.
Reporters means of
information more ample
and authentic than
customarily possessed by
a foreigner. Source, recommendations
from
Shelburne A.o 1783 Prime
Minister. Placed thus
the Reporter in the highest
and best informed
circles: members of Government
& foreign
diplomacy.
Well qualified was he
to make advantageous
use. In art and science,
requirements various
and extensive: in politics,
opinions sound
and liberal, more than
common then, not to say
now: judge else.
3.
His affections towards
Spaniards, see from III. 352
expressed after last farewell.
Death, 4. or 5. years
ago, after long and well-spent
life.
4.
The passage quoted.

§. 4. Spanish Rulers’ Opinion
A.o 1787.
1.
Such the Reporter, see
now the opinion reported
concise but decisive.
For its grounds, see the
ensuing Tables.
2.
1. Passage quoted (II.181.)
Rulers opinion declared.
Raynal's counter opinion
wondered at
3.
2. Antecedent passage
under Finance (II. 175.)
Doubts whether "Indian
Revenue" gives profit or
loss.
4.
Such the opinion then—
submissions entire, charges
for reconquest, quelling
or preventing insurrection,
none—what now?
expence so much greater,
funds less?
5.
True, to revenue he adds
for limitation "direct."
But that all indirect
is illusion, you will
soon see.
