was unsuccessful.  How much blame attached to the Deputies<lb/>
&amp; how much to the Government it may not be easy to decide –<lb/>

power of good no where, – <del>&amp;</del> but the Committee, at a meeting<lb/>
<del>comprised</del> when those members were present whose names will<lb/>
