Art. In the exercise of the all his several functions
abovementioned the Local Headman Registrar exercises the several
elementary functions , attention
exacting, and communication making, as occasion
calls, in like manner as does the Judiciary Registrar
as per Ch. XIX. §.3. Functions.

Art. 1. Exceptions excepted, the functions belonging
to the situation of Local Registrar, are the Providentiary
alone: as to which see Ch. XIX §. Judiciary Registrars Immediate,
§.2. Effective functions.

Art. 2. One Exception is the L effective
function: but, so far forth only, as the momentary demand for the momentary exercise
of it may have grown out of the exercise of the Providentiary
function.
