<p>Such being the present evil, now then as to the<lb/>
applicable remedy. It is a very simple one. [It has<lb/>
already I believe been suggested on other grounds.]<lb/>

would otherwise have made President of this same so<lb/>
styled Executive Council, give to him the whole of the<lb/>
patronage with the exception of such parts of it, as<lb/>
may, without preponderate inconvenience, be detached<lb/>
from his office on special grounds, place under him<lb/>
by other persons, for example the 4 other Members of<lb/>
that same Executive Council: giving to each his separate<lb/>

the patronage belonging to it, you thus break down<lb/>
the phalanx: to every purpose legal as well as moral<lb/>
each one of them is now fully responsible for his<lb/>
