half measure.  No retaining<lb/>

if the unwilling are infranchised.</p>
<p>Shewn, at the outset, that
no such willingness could<lb/>
render the dominion otherwise<lb/>
than mischievous<lb/>
to both parties.</p>
<p>In this one point alone,<lb/>
your interests and theirs<lb/>
are the same:  viz, in being<lb/>
separate.</p>

True, so far and so long<lb/>
as the willingness extends,<lb/>
actual war, with its expence,<lb/>

expence of preparation<lb/>

a government, which, by its<lb/>
subservience to its only legitimate<lb/>
end, would put the despotisms<lb/>
to shame, annoy them<lb/>
by its <hi rend="underline">press</hi>, and make subjects<lb/>
call to their minds the distinction<lb/>
between men and cattle.</p>

Anarchy, professed object of<lb/>
their fear is, or is not, the real<lb/>
object of their wishes, according<lb/>
to the scale and quantity of it.<lb/>
At home, it is wished for in small<lb/>
quantity, for a pretence for<lb/>
destroying any undestroyed<lb/>
remnant of popular security:<lb/>
abroad, on the largest:<lb/>
the pretence, it strengthens;<lb/>
interference, it facilitates.</p>

happiness produced by it,<lb/>

people but forcing their inclinations?<lb/>

have done for Naples without<lb/>
expence, effort, or thought:  giving<lb/>
them your Constitution,<lb/>
a boon beyond all price:  on<lb/>
whomsoever forced, among<lb/>
you or there, – by <hi rend="underline">you</hi> it was<lb/>
not forced <hi rend="underline">there</hi> on any body.</p>
<p>With this before your eyes,<lb/>
say whether it be true that,<lb/>
