Sir,

On the of I had the honour to receive your
letter, there is no date to it. You were then in office. I remained silent: you
are not in office: I now answer you.

You ask me about Juries. Speaking of juries, you speak of a
country where there are parties: you thus speak by implication of a
country in which there are no parties.

Unless there be on exception I know of no country in which there
are parties. In every Saving that exception in every country there are
two parties: the party of the few, and the party of the many: the party of
the ruling & otherwise influential few, & the party of the subject many.

With a few minute exceptions the party of the few is composed
of the one with the rest of the influential few under him his feet.

In the party of the few; whether with or without a one above them
they are always two sub-parties.

Of the party of the few, the common object & common endeavour of
those few, is, to push to the utmost extent that circumstances admit the
depredation & oppression they exercise upon and at the expence of
the many. But the subject matter of depredation has its limits &
they cannot all have shares in it. Hence come two sub-parties: the
sub-party who have shares in it, & they sub-party who have no shares in
it. The subject faculty matter of oppression is not so well defined, it has no
determinate limits to it: the benefit sweets, of depredation are shared exclusively
by the ins: of the sweets of oppression the nature of things
compels them to leave a portions to the outs: by the enjoyment of
this blessing & the hope of the other, the outs console support themselves as
well as they can under the absence of the other.
