out many abuses which appeared<lb/>
to them to exist, and recommended<lb/>
certain regulations tending<lb/>
chiefly to remove them.</p>
<p>Sir Charles Middleton who<lb/>
was many years Comptroller of<lb/>
the Navy concurred entirely with<lb/>
the Comm<hi rend="superscript">rs.</hi> of Enquiry, and<lb/>
appears to have been decidedly of<lb/>
opinion that nothing more was<lb/>
necessary than to correct the<lb/>
abuses pointed out by the above<lb/>
mentioned investigation.<lb/>
