If instead of pretending to have examined an
Act which had nothing to do with the business –
the Duke had really examined and profited by
the examining examination of the Report of the Committee
of Finance on the subject of this business, he would
have found that coni if the rules of good faith
are binding upon a Secretary of State, a thousand a quantity of room adequate to the
Convicts was the minimum in this case and
that any reasons whatever so far as they tended
to reduce the quantity allowed below this minimum
would be inconsistent with the principles of good
faith, whether inconsistent or not with the law of
Parliament.

The Duke is a Lord of the Upper House
of Parliament, and as such may for angles I know is under no constitutional
obligation that I know of to pay any
regard to the either the opinions or the facts contained
in the Report of a Committee of the Lower
House. But the Duke was moreover at that time one
of his Majesty's Secretaries of State – of that office
the arrangements of which cognizance had been
taken by that same Committee in these same Reports
which Reports had been the ostensible and
declared foundation of a multitude of arrangements
taken in that and almost all the other Govern offices
