not believe:  but if I did, it would hardly induce<lb/>
me to change my wish.  For it does not seem to<lb/>
me that the difference between the happiness of<lb/>
8 millions <add>of people</add> under a <add>free</add> government such as ours, and<lb/>
that of the same number of people under<del>a</del> <add>an absolute</add> government<lb/>
like that of France is so great as to outweigh<lb/>
the misery endured by 180,000 persons<lb/>
in a state which they could not be kept in but<lb/>
by such punishment.</p>
<p>This, I hope it will be allow'd, is not declamation <add>rhetoric</add><lb/>
but calculation:  a calculation <del>may</del> loose I must <add>enough [I am<lb/>
ready to</add> confess] as the best calculation can not fail to <add>(and <del>the</del> on such a subject the best calculation that<lb/>
can be made cannot be otherwise than a loose one)I am ready</add> be on such a subject:  and my sincere wish is, that<lb/>

Simple modes of Punishment

It may be said indeed, and I suppose with indisputable
truth, that the produce of these islands, forms not only
a great part of the enjoyments of individuals here,
but also a great part of the public force of the
community. It may be thought that deprived of
this source of power we should be so much weakened rendered so weak
as not to be able to prevent members
from falling under [the dominions of] some moral & less happy
government: for instance that of France. This I do
not believe: but if I did, it would hardly induce
me to change my wish. For it does not seem to
me that the difference between the happiness of
8 millions of people under a free government such as ours, and
that of the same number of people undera an absolute government
like that of France is so great as to outweigh
the misery endured by 180,000 persons
in a state which they could not be kept in but
by such punishment.
