Under the technical system of procedure even when
put in a more particular degree under that form under in
it exists in England, prosecution is acts in itself punishment:
and to nine-tenths at least of the people such is
the weight of this punishment, that of this proportion of the
whole population, the with the man of opulence by the hand of the
man of law the men of opulence, without assistance from
the men of in power, much more assistance still on still more
pleasant terms with the benefit of that assistance, ruins
whom he pleases.

Applied then to the English legislator any such
warning as that which suggests it to him to beware
of multiplying evils without use, by the multiplication multiplying
of judicatories and under the notion of multiplying remedies
stands but too items of the intimation imputation
of being superfluous. But as to that of being inefficacious,
it is an imputation, from which, when directed to that
quarter, any memento no warning which has for its
object the removal of abuse or imperfection of abuse
for its object and hope to escape.

Where Instructive advice, warning, No where has the man in power more need of advice such
suggestions assistance: no where does it find him more resolutely determined not
to profit by it, if possible to avoid profiting by it,
to turn a deaf ear to it.
