<p>"St. Petersburgh, Sept<hi rend="superscript">r</hi> 28.</p>
 
<p>"The Petersburgh Gazette says, – The most perfect tranquillity<lb/>
prevails at Constantinople, the embargo on all ships laden<lb/>
with corn has been taken off by an order from the Sultan, &amp; the<lb/>
navigation of the channel has resumed its regular uninterrupted<lb/>
course."</p>
<p>"Regulations for the limits of navigation &amp; the Commercial<lb/>
relations along the east coast of Siberia, the north west<lb/>
coast of America, the Aleutian, Kurile &amp;c Islands", have been<lb/>
published here with the following Ukase to the Senate:–</p>
<p>"As we have perceived by the statements laid before us that<lb/>
the trade o four subjects in the Aleutian Islands &amp; in the Russian<lb/>
possessions on the north-west coast of America is exposed to various<lb/>
hardships &amp; disadvantages from the practice of smuggling, &amp; as we<lb/>
find that the main cause of these disadvantages has, in the want<lb/>
of regulations for the limits of Navigation along the coasts &amp; of a<lb/>
for the CommercialRelations, as well in the above places, as in<lb/>
general on the east coast of Siberia. – We have judged it necessary<lb/>
to determine these Relations by the following special Regulations:–</p>
<p>1.  "All trade, whale fishing in general &amp; every branch of business<lb/>
in the ports &amp; bays &amp; in general along the whole North-west coast of<lb/>
America from Bering's Strait to 51 deg North lat. as also along the<lb/>
Aleutian Islands, &amp; in the East coast of Siberia, &amp; likewise along the<lb/>
Kurile Islands – that is to say, from Bering's Straits to the South
Cape of the island Ooropp, in 45 deg. 51 min. North lat. – are<lb/>
permitted to Russian subjects exclusively.</p>
<p>2<hi rend="superscript">d.</hi>  Every foreign vessel is consequently prohibited not only from<lb/>
landing on any of the coasts &amp; islands specified in the foregoing, but<lb/>
also from approaching them within a less distance than 100 Italian<lb/>
miles.  Whoever shall violate this prohibition is liable to confiscation<lb/>
of ship &amp; cargo &amp;c."</p>
