<p>To their ears, not only is the sound of<lb/>
 
the word <add>reform</add> intolerable, but that of improvement<lb/>
little less so.  In reform and improvement, they<lb/>
behold two contiguous paths, the same disposition<lb/>
and way of thinking leading to both:  and by self indulgence<lb/>
in the flowery, the fact <del>may</del> <add>might</add> unawares<lb/>
be pushed on to strike into the thorny and dangerous<lb/>
path, with an impetus too strong to be restrained by <del><gap/></del> prudence.</p>
<p>By the <hi rend="underline">greatest happiness principle</hi>, not<lb/>
only <add>is</add> improvement, but reform <del>a vigorously</del> <add>likewise imperiously</add> prescribed.<lb/>
Should <del>its</del> <add>the <del>fact</del> audacious fact</add> though it were but for a moment,<lb/>
be suffered to deviate into the track marked out by<lb/>
that principle, who can say where <del>it</del> <add>they</add> would stop?<lb/>
As often as, in either shape, Innovation ventures to<lb/>
peep out, <hi rend="underline">stand</hi> <del>they say,</del> <add>(the word of command is heard)</add> <hi rend="underline">as you are</hi>.  In this word of<lb/>
command, they behold their motto: – not the less a favourite<lb/>
for being a military one.  In strict obedience<lb/>
to it, they behold <del><gap/> <gap/></del> <add>their sole assured</add> means of safety.</p>
<p>For support from abroad, these men<lb/>
look to the Holy Alliance:  at home, to the aristocracy<lb/>
without doors:  nor, in so doing, do they miscalculate.</p>
<p>To the feelings of the Aristocrat, supposing<lb/>
him unable to remain what he is, – a fraction of a<lb/>
Monarch, – more congenial is it to be a slave under<lb/>
a Monarch, than a freeman among freemen.<lb/>
Under a single despot, to no more than one other will<lb/>
could his own be subject, while millions of wills <del>may</del> <add>might</add><lb/>
be subject to his:  in the command enjoyed by him,<lb/>
during all but a few moments of his time, he beholds a<lb/>
rich reward for the obedience paid by him during those few.<lb/>
As to plunderage, power to plunder him the despot would indeed<lb/>
have, but will or desire, not.  To those that he sees, he<lb/>
gives:  it is from those he sees not, that he takes.  Small indeed<lb/>
is the number, darker far than usual the character of<lb/>
