<p>I was appointed by the Justices of Middlesex<lb/>
 
Overseer of the Convicts in July 1776.  I was directed<lb/>
 
to provide a Ship of 240 Tons to receive<lb/>
the Convicts to the amount of 120.  I provided<lb/>
a Ship called the Justitia about 260 Tons.  There<lb/>
were no particular orders given me about the<lb/>
mode of fitting her out, I endeavoured to do as<lb/>
well as I could like the Plan of Transports<lb/>
that convey Troops Government send out &amp; at<lb/>
first I tried two Tier of Beds one above another<lb/>
as they <del>had</del> have in Transports. <del>they</del></p>
<p>They have generally 5 feet between each two,<lb/>
but I had 5 feet 10 inches.</p>
<p>I allowed 10 inches a man which I believe<lb/>
is the allowance in Transport vessels.</p>

<p>I soon found that mode of laying them was not<lb/>
proper, and was advised to alter it, and to endeavour<lb/>
to give them more room.  I then pulled down the<lb/>
Cabbins and adopted one general platform on<lb/>
each <del>deck</del> deck, which is the plan that now exists,<lb/>
only instead of 10 Inches a man I allow two<lb/>
feet.</p>

Minutes on Convicts' Act

I was appointed by the Justices of Middlesex
Overseer of the Convicts in July 1776. I was directed
to provide a Ship of 240 Tons to receive
the Convicts to the amount of 120. I provided
a Ship called the Justitia about 260 Tons. There
were no particular orders given me about the
mode of fitting her out, I endeavoured to do as
well as I could like the Plan of Transports
that convey Troops Government send out & at
