<p>By the fundamental constitution of man's<lb/>

produce a change in his situation if left to<lb/>
himself in a situation in which he is debarred<lb/>
from exercising the faculty of locomotion<lb/>
he will in a short time become a prey to<lb/>
various evils:  to <add>the action of</add> various causes producing various<lb/>
organical pains which sooner or later are<lb/>
sure to end ultimately in Death. <lb/>
If duration and neglect be added to imprisonment<lb/>
it necessarily becomes a Capital<lb/>
Punishment.  Since therefore it is followed<lb/>
by an infinite variety of evils which the<lb/>
individual is unable <add>himself</add> to guard against;  and<lb/>
against which precautions must be taken<lb/>
by others to preserve him.  It follows<lb/>
that to form a just notion of Imprisonment<lb/>
it must be considered not simply by itself<lb/>
but in common with different modes and<lb/>

under the same name very different punishments<lb/>
