<p><hi rend="underline">Expositive.</hi><lb/>
Art. 20.  The <hi rend="underline">Exempted</hi> List constitutes an Appendage<lb/>
to the <hi rend="underline">Liable</hi> list.  Where the ground of exemption is<lb/>
<hi rend="underline">temporary</hi>, the name of the same person may <add>of course</add> be<lb/>
<add>in the same year,</add> at one time on the <del>Exemptible</del> <add><hi rend="underline">Exempted</hi></add> List, at another time<lb/>
on the Liable List:  and so <del>far</del> <add>in the course of the year</add> any number of<lb/>
times.</p>
<p><hi rend="underline">Enactive.</hi><lb/>
Art <del>20.</del> <add>21.</add>  In time of peace, apprehension of imminent<lb/>
war excepted, (as per Ch. X. Defensive force<lb/>
&sect;.12. <hi rend="underline">Power of Military as to Non-Military</hi>,) situation<lb/>
in the Stipendiary Army or Navy is not a<lb/>
ground of <del>exemption</del> <add>exclusion</add>, nor, except on special application<lb/>
by <hi rend="underline">Quasi Jury-exemption-demand</hi>, as<lb/>
per Art 17. of exemption.</p>
<p><hi rend="underline">Enactive.  Expositive.</hi><lb/>
Art 22  Out of the <hi rend="underline">Liable List</hi> <del>as also in the<lb/>
<hi rend="underline">Exempted List</hi></del> will be formed by the Minister<lb/>
two distinct lists, to wit the <hi rend="underline">Country Liable List</hi> and<lb/>
the <hi rend="underline">Town Liable List</hi>.  To the Town list, belong<lb/>
all <del>such as are</del> Inhabitants, whose habitations<lb/>
are within the precincts of the Town in which<lb/>
the Justice Chamber of the Judicatory, whether<lb/>
Immediate or Appellate, is stationed.  Of the Members<lb/>
of the List, the destination is – to serve <add>as per Art. 2, 3, 4</add> at short<lb/>
warning as <add><hi rend="underline">Supplementalists</hi>, or say</add> substitutes, to Defaulters belonging<lb/>
to the <hi rend="underline">Country</hi> List.  To the Country List, belong<lb/>
all <add>the</add> other <hi rend="underline">Liable</hi> Inhabitants of the Judicial territory<lb/>
of the Judicatory, whether it be <hi rend="underline">Immediate</hi><lb/>
or <hi rend="underline">Appellate</hi>.<lb/>

Expositive.
Art. 20. The Exempted List constitutes an Appendage
to the Liable list. Where the ground of exemption is
temporary, the name of the same person may of course be
in the same year, at one time on the Exemptible Exempted List, at another time
on the Liable List: and so far in the course of the year any number of
times.

Enactive.
