Such being the case in regard to this particular
document – my next enquiry was whether

thing of precedent to justify or excuse it.
Turning over Examining in this view the whole mass of
papers of which this article forms a part, I
found one class of instances cases, and one only, in
which the any paper presented itself without
a signature: and that was the case of
a Minute copy of a Minute of the Treasury
Board itself. In this case the document has
for its title "Copy of Treasury Minute of &c"
naming the day, month and year: and on in
this case and this only alone, no signature is
annexed to it.
⊞ ⊞ No such title is preferred or annexed to the particular article which is the subject of this my humble address and indeed from the nature and tenor of it, it does not appear to me to be of a nature to have been entered on the Minutes.
