Panopticon Narrative

Such being the case in regard to this particular
document – my next enquiry was whether
by in the usage of office, the omission of a formality,
which though it be a formality, is⊞ ⊞ in respect of the inconveniences and abuses which might result from the omission of it in causes and engagements of such of
substantial and practical importance, had any
thing of precedent to justify or excuse it.
Turning over Examining in this view the whole mass of
papers of which this article forms a part, I
found one class of instances cases, and one only, in
which the any paper presented itself without
a signature: and that was the case of
a Minute copy of a Minute of the Treasury
Board itself. In this case the document has
for its title "Copy of Treasury Minute of &c"
naming the day, month and year: and on in
this case and this only alone, no signature is
annexed to it.

⊞ ⊞ No such title is preferred or annexed to the particular article which is the subject of this my humble address and indeed from the nature and tenor of it, it does not appear to me to be of a nature to have been entered on the Minutes. To make as sure as it was as possible To ascertain by every means in my power the
matter of fact – viz: the non-existence of any
such example of an omission of the sort in question as
could be considered as constituting a precedent, I
have extended my examination to the whole series
of cont successive examination Reports from the Treasury
to the House of Commons, bearing that same title:
and the result afforded by the whole series is the
same.
