But now suppose the power of the people
the original power: add to it that of the King or
that of the Nobles, which you please: here too you
have a sort of balance or at least a tendency to it.
But what is it you get by this balance? what is the
effect or tendency of it? To increase the power of the power? No: but to diminish it: to promote the interest
of the people? no but to sacrifice it.

Thus then it appears, that supposing the
power of the people alone established, the effect of
a balance of power cannot be of any use to the people
unless to destroy altogether their power would be of
use to them for the effect of the balance if it be supposed
to be an exact one & this is what is regarded as the
perfection of it is to prevent the people from ever
bettering their condition in any way if by their so doing
it appears to their colleagues in power that the condition
of them the said colleagues is thereby the worse.
