quarter does any where prevail? is any imperfection<lb/>
any deficiency discoverable?  There sits an individual,<lb/>
to whom it is <unclear>competent</unclear> to any other member to address<lb/>
himself and say – <add>See</add> how comes this? did you know of it?<lb/>
is it without <add>beyond the reach of</add> remedy? if not, how happens <add>comes</add> it that<lb/>
on your part has ever been done or proposed?</p>

In Parliament – viz. in the House of Commons – in
the vast field of legislation one quarter division indeed there is – but
which however considerable ample in itself is in comparison of
the whole remainder but of small extent – which in common usage
is understood to belong appertain in a more particular manner to
the cognizance and care of a particular member: fiz:
that one to whom the office function of Chancellor of the Exchequer
has been committed by the King. I mean of course
that which regards the business of finance.
