In Parliament – viz. in the House of Commons – in
the vast field of legislation one quarter division indeed there is – but
which however considerable ample in itself is in comparison of
the whole remainder but of small extent – which in common usage
is understood to belong appertain in a more particular manner to
the cognizance and care of a particular member: fiz:
that one to whom the office function of Chancellor of the Exchequer
has been committed by the King. I mean of course
that which regards the business of finance.

As to this branch of the law, an individual functionary
is always in existence, in whom thus far a practical
and official responsibility is seen to attach. In this
quarter does any where prevail? is any imperfection
any deficiency discoverable? There sits an individual,
to whom it is competent to any other member to address
himself and say – See how comes this? did you know of it?
is it without beyond the reach of remedy? if not, how happens comes it that
on your part has ever been done or proposed?
