Several circumstances concerning the concurring in rendering the immediate circulation
of these papers, as far as possible, a matter of necessity,
it may happen that among the articles destined
for the Appendix, as mentioned in the ensuing list.
Some there may be, which, at the time of the first
distribution, will not be in a state of immediate
readiness. These will be got up with all possible
dispatch, and, as fast as they are received from the
printer's, will follow the same course of distribution.
This unavoidable, and but partial delay, will be matter
of less regret, when it is considered – that, in what
way or degree so ever they may be conducive subservient, there
is not one of them that can be regarded as being
in any way essential, to the intended purpose.
