Note to Art. 15
To encourage In pursuance of the design of encouraging the Members of the House of Lords
and of the Peerage at large, as per Articles 4 under) to attend at the Court of
Lords Delegates and to take part in the business of it,
in the character of Lords Visitants it is necessary that they those their local situation should
be such as to place them perfectly at their core, and proper
that it should be on a level with the situation of those official members
of the Court who in respect of the superior function of the legislature
are but no more than their equals, and in respect of
the function in question are their delegates, and who
but for the dyslogistic sense that has attached itself to the
word might be termed their creatures.
Interior to the official Members of the Court as touching the right of voting, the these unofficial
Members may be considered as being at the same time superior, as touching
the right of inspecting their proceedings, and in case the event of any
supposed transgression, reporting making communication of it to the House of Lords.
It is with a view to this intended function, that the
appellation of Lords Visitants may presents itself
as being not an unsuitable one, for the Members of the
House of Lords and with or without those of the Peerage at large, to be applied to
them on the occasion of their bestowing their attendance paying attendance at
the Court, as above. for whatever purpose.
