Of Liberality, or rewards not Promised

Liberality may seem
to be excluded and
that reward ought
not to be bestowed
unless promised.

It cannot thus be
employed in the
production of service
already performed.

But may serve
toi give birth to
similar services.

The Society of Arts
bestow Premiums
and Bounties.

Unless every service
has been foreseen
unpromised
rewards ought yet
to be bestowed.

The influence of
such rewards extends
over the whole
theatre of Meritoious
Actions.

A promised reward
improperly bestowed
is lost. An unpromised
one is not so.

Alexander rewarding
the jargon of Aristotle
rewarded the race
of Philosphers.

Over useless rewards
may thus come to
have useful results
intimating as they
do a disposition
to reward deceit.

Promised rewards
correspond with
written laws.
Unpromised
rewards with
unwritten laws.

Cath II published
the rewards she
conferred in her
Gazetteer.

The reward conferred
on Palmer for his Mail Coach Scheme was a
good example of
ex post facto rewards.

There may appear
a discrepancy
between this and
the former chapter
but it is only
apparent.
