In the question, as above, through an Act of Parliament
in those general terms spoken of referred to. the particular Act is not
mentioned specified. On looking on turning to the Statute book the Statute in view it appears to me
to be that of the 22 G. 3. c. 64. §. 8, intituled the Act for the amending
and rendering more effectual the Laws as being relative
to Houses of Correction.

In that same section I are several provisions
which I can not but approve. For example that
concerning the exclusion
of fermented liquors:
which accordingly I
had in my plan adopted.
But the only provision in it
which the above question presents to my consideration is
in that which presents in the character of a security against
the above in question – viz. the abuse consisting of impropriety in any shape to the
supplies given to the prisoners – the committing allotting to two different
sets of persons the two distinguishable functions consisting in the furnishing of
of the articles supplied to prisoners, and the passing judgment in
the propriety of those articles in every respect – such as quantity, quality and price.
