Sinecures
Classes II and III. As between these two
classes, though distinct as the distingu two characters characteristic circumstances are in
point of principle, yet in the application of the principle
to particular articles, diffe uncertainties and
difficulties can not but occurr be frequent, expecially upon the
footing of the information furnished by such documents as have as yet been published.
In some instances indeed the tendency of the Sinecure
to avert perpetrate peace is manifest and out of all
dispute, as take for example an the great Percival sinecure: war
amount subject to unspecified deductions above £38,000 a
year: peace amount, and under £200.
But in others the difficulty of knowing to which
of the two classes the an article belongs will, in many instances
be considerable, and in some, especially upon
the footing of the existing mass of documents, inseparable.
The circumstance by which the difficulty is constituted
the uncertainty how far in the instance of the department in question, and of the article
in question in particular the quantum of the emolument expenditure
may stand affected by the difference of between peace
and war.
