<p>It executes <add>this</add> itself, this law: – how so?  In this<lb/>
 
way and no other – <add>for this cause</add> by this means and no other –<lb/>
 
because <del>the pow</del> on one hand the penalty which<lb/>
it <unclear>denounces</unclear> in one count – on the other hand the<lb/>
reward which it offers on the opposite count, takes<lb/>
place of themselves, and without need of the interposition<lb/>
of any Court of law to <del>give</del> cause them respectively<lb/>
to take place.  The continuance of the £38,000<lb/>
a year is the reward which somehow other continues<lb/>
to be offered for staving <add>warding</add> off the calamity of peace:<hi rend="superscript"><del>⊞</del></hi> and<lb/>
that calamity has been staved <add>warded</add> off and continues to<lb/>
be warded off accordingly.  The so long as war has<lb/>
continued so long as the calamity of peace has been warded<lb/>
off, so long has that £38,000 or thereabouts continued<lb/>
to be received:  and that without need of action to be<lb/>
brought, <del>or so much as</del> for the recovery of it, or so much<lb/>
as message <del><gap/></del> <add>from above</add> recommending the bestowal of it, with<lb/>
Bill and Act of course.</p>
<p>The forfeiture of the £38,000 a year is the punishment <add>punishment</add><lb/>
