§. 2. Actual contents of the list here given given in the Report.

Let us now see observe to the accomplishment of which
of the above good purposes the endeavours of the framers of the
list in question appear to have been directed, and in so
far as directed, how far any such purpose have been
aimed at, how far in what degree it appears to have been accomplished attained.

The first thing to be done, but that not qite so easy as could be wished altogether an easy
one, is to give an account of the matter actually
contained in this list which this list actually contains.
