Sinecures
I shall Let us in the first place take a view of the
ground that had been was made for the recommendations that
have been delivered: we shall by that means be the better
prepared for a view of the recommendations themselves.
By the Committee of 1797-8 no separate collections were
made for in relation to on the subject of Sinecures or Offices in expectancy.
But in the of their Reports the subject of Sinecures was is
touched the course of the information collected by them in
relation to the Offices contained included in the several departments
of receipt and expenditure, where upon enquiry in relation
to this or that office it turned out to be a sinecure,
the circumstance was frequently at least if not constantly in many instances at least
noted and brought to view: and upon this information,
without its being collected and brought to view exhibited anywhere
in a separate body, were the recommendations grounded
in that one of the Reports viz. in which the this subject
receives received that slight incidental consideration which will presently
be brought to view.
By the Committee of 1807-8 it is that for the first time
these two so intimately connected topics were gave occasion to the collection
of a separate body distinct mass of information documents: and upon the
new ground information was new ground thus made was built that
fresh new recommendation which "in principle" professed to be
constructed in the same place with "in principle" the same with that of the preceding
Committee.
