Thus stands the matter in point of usage.
But in point of right two causes one cause of incompleatness
and incorrectness which apply to every case in to which
the inquisitorial authority of the Hose of Commons or
its Committees applies exercises itself may be seen, in colours
particularly striking, applying itself to this.
One cause of these causes is the want of that security which
is contained in the eventual penalties attended to the acrimony
of an oath.

The other is the limitation attached in respect of decoration,
to the coercive punitive authority of the House of Commons
and consequently thence of its Committees.

Here we see a power which in its maximum
is indeed formidable: but which at its minimum, towards nearer
to which it is brought by every day of its existence,
is next to nothing: and which a considerable time
before its arrival at such its minimum, becomes an
object not of respect but ridicule awe but of ridicule.

in respect of security it has for the goodness of its ?
The chance probability on each occasion which it has of adequate information
correct and compleat and correct information, and
thence up of good laws in so far as their goodness
depends upon the correctness and compleatness of the information
on which they are grounded is at all times
on the decrease, like at last and for some time it amounts to next to nothing.
