Not unfrequently prudence fuled the disclosure bringing forward of the whole
of the a plan at once. Not that there is anything in it
that will not bear the light: not that there is in its anything
that a man is in some desirous of keeping out of
the light even at this time. But the minds of state of the mind in which those on whom
the acceptance of the plan depends are to be considered:
they must not be overloaded: too cure the requisite care must
be taken not to give them too much at once more than they can digest.

Whatsoever I am here about to point out as being in
my humble conception fit to be done, it may for aught
I know have been in Your Lordship's intention to endeavour
at.

As to the Bill In particular Bill actually brought in what is clear seeing clear enough is
that in point of prudence neither these proposed the arrangements here proposed
nor any other such regulations respecting the details of the
system of procedure, could with advantage to the design,
have formed any part of the Bill first brought in pursuance in consequence
of it. At The Bill as it stands was already
found too complex. Of three perfectly distinct and easily
separable parts, the first part Decision – Jury – Chamber
of Review, the first one found with many approvers whose approbation
did not go beyond it extend to either of the two others: the first and
second together perhaps some others when approbation did extended not
not extend to the third.
