<p>Answer by Sir George Paul.  The first idea of constructing<lb/>
National Penitentiary Houses was suggested by<lb/>
the life of the American Colonies as a place of transportation<lb/>
for criminal offences.  This circumstance I consider<lb/>
as marking the purpose of the system of imprisonment then<lb/>
in contemplation of the Legislature.</p>
<p>The Act of the 19<hi rend="superscript">th</hi> Geo. 3. although lightly created<lb/>
not to say ridiculed by a late Commentator in a<lb/>
work lying on your table, was the result of the united<lb/>
labours of the most profound lawyer and the most distinguished<lb/>
philanthropists of the time in which it passed.</p>

Answer by Sir George Paul. The first idea of constructing
National Penitentiary Houses was suggested by
the life of the American Colonies as a place of transportation
for criminal offences. This circumstance I consider
as marking the purpose of the system of imprisonment then
in contemplation of the Legislature.
