practice: and being concerned, it present an exact idea
of what in substance was planed and has been all but executed in the
name of the Contract.
The difficulties to be overcome were to a first glance
not inconsiderable. But where there is as already observed, to Administration the fact is that where
there is a moral certainty, a reasonable and sufficient assurance
that neither the eye of the Parliament nor that of the
public will ever be pointed to the business to Administration
than are as impossibilities, there are no difficulties.
