the industrious productive and unoffending classes of the people, so far
from being made to fare so luxuriously as those at whose
expence they are provided for, should not be made to
fare so luxuriously even as those classes which though
unoffending are unproductive.

In my humble view of the matter In the codes of preference first it the comes stand those who being
unoffending are at the same time productive – then those
who though unoffending are not productive, last of all
those who being offenders are also unproductive, at
least so far as depends upon their own good will, and
unless in so far as for their punishment they are
compelled to be productive.

This order of preference priority is it that which is prescribed
by true humanity and justice? The order
which the the worthy Gentleman insists upon is and
takes praise to himself for introducing, is the exact
reverse of it. Felons Offenders to whom by the express provisions
of the law the place in which he keeps them is to be a
place of punishment – this is the class of persons for whose
use consumption the best of everything is to be engrossed: by whom
the unoffending and industrious classes who come with
money of their own to purchase it are to be beaten out
of the market.
