unless in so far as for their punishment they are<lb/>
compelled to be productive.</p>
<p>This order of preference <add>priority</add> is it that which is prescribed<lb/>
by true humanity and justice?  The order<lb/>
which <del>the</del> the worthy Gentleman insists upon <del>is</del> and<lb/>
takes praise to himself for introducing, is the exact<lb/>
reverse of it.  Felons <add>Offenders</add> to whom by the express provisions<lb/>
of the law the place in which he keeps them is to be a<lb/>
place of punishment – this is the class of persons for whose<lb/>
use <add>consumption</add> the best of everything is to be engrossed:  by whom<lb/>
the unoffending and industrious classes who come with<lb/>
money of their own to purchase it are to be <unclear>beaten</unclear> out<lb/>
of the market.</p>
