<p>The public faith was broke with me – and now<lb/>
I could not make the experiment without that large <add>advance</add> expence:<lb/>
the hypothetical £100,000 abovementioned.</p>
<p>The £100,000 it is said on behalf of the then<lb/>
Panopticon plan would not afford room enough,<lb/>
the £800,000 is necessary.  Well:  if it <add>this</add> is found necessary<lb/>
let it then be expended, but why not first commence<lb/>
with the £100,000 expence.  If, for being constantly<lb/>
under actual inspection prisoners apartments<lb/>
and the operations carried on in them are never the<lb/>
better, at any rate they will not be any the worse.<lb/>
But the determination that was taken is to begin and<lb/>
end with the maximum of expence.</p>

Upon the Panopticon plan – upon that plan which
