End in view being felicity,<lb/>
then in the case of Rule,<lb/>
good or bad, will be all<lb/>
matters in so far as subservient<lb/>
to felicity and<lb/>
no otherwise.<lb/>
These are  1. Elements of<lb/>
felicity &amp;c. <hi rend="underline">benefits</hi>.<lb/>
2. D<hi rend="superscript">o.</hi> of infelicity <hi rend="underline">burthens</hi>.</p>

In distribution of all<lb/>
these elements is all<lb/>
rule occupied:  in the<lb/>
case of good rule, the<lb/>
distribution of the sweet<lb/>
fruits being in the ruler<lb/>
accompanied with<lb/>
satisfaction, of the bitter<lb/>
d<hi rend="superscript">o.</hi> with regret.</p>
<p>3.<lb/>
The sweets are<lb/>
1. Power.  2. Wealth.<lb/>
Correspondent bitter d<hi rend="superscript">o.</hi><lb/>
1. Subjection<lb/>
2. Forced Contribution.</p>
<p>4.<lb/>
These benefits as well<lb/>
as the burthens being<lb/>
necessary subjects of<lb/>
distribution under all<lb/>
rule, are so under Good<lb/>
Rule.<lb/>
Follow three peculiar<lb/>
to and characteristic<lb/>
of Misrule, viz.<lb/>
1. Factitious honor, or<lb/>
say dignity.<lb/>
2. Ease at the expence<lb/>
of official duty.<lb/>
3. Vengeance:  i.e. the<lb/>
pleasure of it at the<lb/>
expence of victims,</p>
<pb/>
<p>5.<lb/>
1.  As to Factitiious honor<lb/>
see Chapter  on that<lb/>
subject.<lb/>
Peculiar to and characteristic<lb/>
of bad rule<lb/>
will it be seen to be.</p>
<p>6.<lb/>
2.  Even at the expence of<lb/>
official duty:  viz non-performance,<lb/>
or through inattention<lb/>
misperformance<lb/>
of services the procurement<lb/>
of which was<lb/>
or was pretended to be<lb/>
the final cause of the institution<lb/>
of the office.<lb/>
Burthen, the obligation<lb/>
of rendering them.  Benefits<lb/>
produced, the power<lb/>
necessarily, and emolument<lb/>
commonly, attached<lb/>
to office:  negative<lb/>
  Official case.</p>
<p>7.<lb/>
Under best good rule,<lb/>
propensity to maximize<lb/>
this negative as well<lb/>
as the positive sweets<lb/>
universal.  Under good<lb/>
rule it will be checked:<lb/>
goodness is the efficiency<lb/>
of the check.<lb/>
Under bad rule, it will<lb/>
be in some cases unchecked:<lb/>
in others, inefficiently<lb/>
checked:  the<lb/>
badness is as the aggregate<lb/>
inefficiency.</p>

Anglicé's office with benefit<lb/>
and without burthen,<lb/>
a sinecure.  The<lb/>
name invented by England.<lb/>

is the desire, that Good<lb/>
Rule finds no less difficulty<lb/>
in curbing this<lb/>
than the desire of benefits<lb/>
in a more tangible<lb/>
shape.  This will<lb/>
however be among its<lb/>
never failing objects.</p>
<p>10.<lb/>
Under misrule, the object<lb/>
will be to maximize<lb/>
it:  viz. in so far as in<lb/>
the hands of rulers and<lb/>
their associates.</p>
<p>11.<lb/>
Internal Instruments,<lb/>
modification of sensibility.<lb/>
These are not under<lb/>
immediate command<lb/>
of rulers:  not<lb/>
reachable but through<lb/>
the external.</p>
<p>12.<lb/>
Of infelicity, the external<lb/>
