<p>Thus much as to legislators and legislation draughts.<lb/>
 
In regard to <add>the situation</add> expositors and commentators the absence<lb/>
 
of everything in the shape of a rationale has not been<lb/>
their <unclear>entire</unclear>.  <add>In</add> Fragments of the <unclear>art</unclear> of work have even been<lb/>
seen in abundance.  Of a rationale yes:  but of what<lb/>
sort?  Of a sort which <del>may</del> perhaps not altogether without<lb/>
truth may be pronounced worse than useless.  Instead<lb/>
of giving <del>birth</del> <add>existence</add> to the arrangements, the <del><gap/></del> rationale has<lb/>
derived its existence from them.  In the breast of the ruler<lb/>
self interest has given birth <add>existence</add> to the arrangements:  in the<lb/>
breast of the commentator self interest has again given<lb/>
birth to the rationale.  To the only right and proper problem<lb/>
which the case admitts of has been substituted <add>an opposite</add> a sinister<lb/>
one.  Right and <del>problem</del> proper problem – To maintain<lb/>
in each case that arrangement which is in the highest degree contributory<lb/>
to the greatest happiness of the greatest number.  Sinister<lb/>
problem which has almost uniformly been substituted.</p>
