<p>If strong the prohibition will be eluded;  if<lb/>
 
weak the object desired will not be obtained.</p>
 
<p>In respect of Exemplarity they<lb/>
are equally defective.  The privations they<lb/>
occasion are not of a nature to be generally<lb/>
known or if known to produce a strong effect upon<lb/>
the imagination:  the misery they produce rankles<lb/>
in the mind;  but is completely hidden from<lb/>
the public eye.</p>
<p>These are some of the circumstances<lb/>
which have reduced the employment<lb/>
of these Punishments within so narrow a<lb/>
compass.  They are too uncertain in their<lb/>
effects, &amp; too easily eluded to allow of their use<lb/>
as the sanction to a general law.  It is<lb/>
true that <del>where a</del> <add>if</add> Judges <del>is</del> <add>were</add> acquainted<lb/>
with the characters and circumstances of<lb/>
individuals they might avail themselves<lb/>
of them with good effect;  but this <add>knowledge</add> can<lb/>
scarcely <add>ever</add> be <del>hoped</del> expected.</p>
<p>This species of punishment is<lb/>
well suited to domestic government.  There<lb/>
is no pleasure which a parent or teacher<lb/>
cannot employ as a reward by permitting<lb/>
its enjoyment or convert into a source of<lb/>
punishment by restricting its use.</p>
<p>But though restraints of this<lb/>
nature, that is to say prohibition of agreeable<lb/>
occupation, do not alone form effective punishments<lb/>
there is one case in which they <del>are</del> may be usefully<lb/> employed in addition to some other punishment –<lb/>
Analogy recommends such employment of them.</p>
