<p>Hitherto we have considered the punishment belonging<lb/>
to the moral sanction in no other point of view than that in<lb/>
which it appears when standing singly, uncombined with<lb/>
and uninfluenced by the political. In this state the direction<lb/>

altogether by the persons to whom it belongs ultimately<lb/>
