<p>Among the ancient Persians in some cases when the criminal<lb/>
was of high rank, instead of whipping the man himself it was the<lb/>
custom to whip his clothes.  To this head may also be referred the<lb/>
custom which prevails in France and other <del>countries</del> <add>nations</add> upon the<lb/>
continent of executing criminals in effigy.  The feigned punishment<lb/>
inflicted on the effigy is commonly I suppose the same that would have<lb/>
been really inflicted upon the man's person for the same offence:<lb/>
