Art. 19 Art. 19. Instructional On a comparative survey, of the several
subdepartments, and the several situations in
each subdepartment, — the Legislature will consider
in what instances demand for difference in grades
has place: and, in so far as it is established, how far
succession to a vacancy shall be influenced by it: that
is to say, in what instances, in regard to any grade
above the lowest, biddings under the pecuniary competition
system shall have place.
