Cortes presented to me by that genuine Representative of the Portuguese
nation. In this I beheld honour reward because in this I beheld
acknowledgement of service rendered: and besides the purpose of reward
it serves for use: affording as it does a d which with a
view to the Code I am drawing for them may be of informal use.

every man who as he values his independence with service to be thus
subdued subjugated, as he values his place in public estimation to
be there degraded, as he values his reputation for discernment
to be thus duped.

I say mischievous. For suppose a man
to be in his own eyes an object of antipathy to the giver of those
gifts, or in comparison of others beneficence to others simply deficient in respect of the
degree of personal favour necessary to the purchase of it what chance
can a man conceive himself to have for the possession of it, be
the service rendered by him to the community ever so important
ever so incontestable?

to the discouragement of service in every shape rendered in any shape to the
universal interest, see whether it can fail of producing the effect of a prohibition

"Make yourselves agreeable to me then is what you may, any or all of you, hope to have: name
"You as Know at the same time nor can you fail to it be a secret to you — that, unless you do make yourselves agreeable

hope can you have. Such is the speech implied as plainly
as if it were expressed — implied in every instrument, by which a distinction of this kind is
conferred. Take any man then and suppose his mind
influenced with the desire of making himself master of one of these
decorations — suppose him at the same time in ever so eminent
a degree capable of rendering to the community the most service in any the
most important shape — say, in a shape in which no man but himself
would be capable of rendering it in is it then in the ordinary nature of man that he should apply himself to the rendering of any
such service? No such thing no No, most assuredly; instead of doing so, his energies will be directed to the securing himself within the compass of the Patrons antechamber, and
rendering his bows and smiles and demonstrations of admiration and affection
more and more acceptable than those of any of his rivals.
