Sir

On the departure of Mr Nicholas Mill for
Bogota I take the liberty of endeavouring to present to
you with a few small tokens of my respect and admiration
in the shape They are composed of some of the most recent fruits of my unremitted
labours in the field of Legislation. They are as follow

N.B. The bulk of the whole is not to be judged of from the Outline of
these parts. For of the 29 or 30 Chapters of the Code the four first for example
do not all together constitute half as much in quantity as the least of the first of these f Sections: and the like comparative
brevity has place in many other instances.
