enjoy the benefit of democratic governance, <add>&#x2014;</add> and having the<lb/>
satisfaction of <del><gap/> <gap/></del> <add>learning,</add> that in <del>more that</del> various<lb/>
<del>States of</del> American States, the fruits of my labours in this<lb/>
field have <del>employed</del> <add>been <del>made more or</del></add> <add>more or</add> <add>less <del><gap/></del> turned to account</add> by the Constituted authorities, I<lb/>
could do no less than embrace with alacrity the <del><gap/></del> <add>hope</add><lb/>
<del>that</del> of rendering them useful in the country, which produces<lb/>

About Near three weeks ago I received
from your fellow-citizen Mr A Del Valle letter in which
he did me the honour to request call for invite my assistance towards
the making framing of a Code of laws for Guatemala.

Having for At the close of a life of which above 60 years
have been occupied mostly spent in the study of legislation, having, for upwards
-wards of three years last past, been more especially occupied in the
framing of a Constitutional Code, adapted as far as possible
to the condition of every country, enjoying or disposed inclined to
enjoy the benefit of democratic governance, and having the
satisfaction of learning, that in more that various
States of American States, the fruits of my labours in this
field have employed been made more or more or less turned to account by the Constituted authorities, I
could do no less than embrace with alacrity the hope
that of rendering them useful in the country, which produces
so generous a sacrifice of fervent self-love to public good.

If I am rightly informed that in your country a state of things under a democracy not less
useful their unavoidable has place at present — that in a word
there are two parties, in one of which you take a leading part
