<p>To this will be added the two concluding Chapters <sic>intituled</sic><lb/>
<hi rend="underline">Local Headmen</hi> and <hi rend="underline">Local Headman's Registrars</hi>, in<lb/>
whose duty are comprised functions some of them belonging<lb/>
to the Administration Department as well as to the<lb/>
Judiciary.</p>
 
<p>In the nature of the case <del><gap/></del> <add>most intimately</add> interwoven with<lb/>
and dependent on each other are the matters of the<lb/>
<hi rend="underline">Judiciary Establishment</hi>, and that of the system of<lb/>
<hi rend="underline">Judicial Procedure</hi>. Of this <add>last</add> I have <del><gap/></del> <add>lately</add> given <gap/><lb/>
the whole field and settled with myself all the most<lb/>
material points, but have not yet found time to bring<lb/>
it from the original rough state into one in which it<lb/>
can meet the public eye. <del><gap/></del> It is what I shall go<lb/>
upon next, as soon as the whole of the Constitutional<lb/>
Code is brought into a publishable state for which if I<lb/>

Penal Code, <add>in</add> which (I am told) he speaks of it grounded<lb/>
principally on what belongs to that subject in <add>the <hi rend="underline"><foreign>Traitis de Legislation</foreign></hi></add> the <add><gap/></add> first<lb/>
of those works of mine which have been published by M<hi rend="superscript">r</hi><lb/>
<unclear>Dumont</unclear> in French. <del><gap/></del> <add>If not by</add> this conveyance, by the next I<lb/>
will send you a Table of Chapters and Sections of my<lb/>
proposed <add>Penal</add> Code, on the same plan as <del>that of the</del> <add>the abovementioned one of my</add> Constitutional<lb/>
Code: in the mean time I <unclear>make</unclear> no doubt <add>but</add> that considerable<lb/>

proposed Penal Code, on the same plan as that of the the abovementioned one of my Constitutional
Code: in the mean time I make no doubt but that considerable
assistance may be derived from that work of Mr Livingston's.
