Throughout the whole text of my Constitutional Code
you will find a quantity of ratiocinative and instructional
matter interwoven — a sort of mater, all if it, of a sort which you will not
find in any other But a large quantity remains behind body of law or proposed law. But though a large
quantity of additional matter of this sort has been written,
I would not delay the enactive and expositive matter for the
purpose of giving working up the whole together. portions

the Traites de Legislation which he then proposed
publishing with comment adapted to the situation of Buenos
Ayres.
